The UK Government's National Audit Office (NAO) March 2005 report entitled 'Improving public services through better construction' singles out the NEC ECC as being 'widely used in many successful partnership arrangements in both the private and public sectors'. The Office of Government Commerce (OGC) has confirmed that NEC3 complies fully with Achieving Excellence in Construction (AEC) principles, and recommends its use on public sector construction projects. The July 2008 House of Commons Business and Enterprise Committee 'Construction Matters' report, recognised the NEC3 Engineering and Construction Contract as 'setting the benchmark' for collaborative working on projects within the UK building industry. The NEC is the best contract for avoidance of disputes, delays and extra costs.
